Civil
Disturbance or Demonstration
In the event that a demonstration blocks access to university
facilities or interferes with the operations of the university:
-
Demonstrators will be asked to terminate the disruptive activity by
the Vice Chancellor of Student Services or his/her designate.

The Vice Chancellor of Student Services or his/her designate will go
to the area and ask the demonstrators to leave or to discontinue the
disruptive activities.

If the demonstrators persist in the disruptive activity, they will
be apprised that failure to discontinue the specified action within
a determined length of time may result in disciplinary action
including suspension or expulsion and possible intervention by civil
authorities. -
Efforts should be made to secure positive identification of
demonstrators in violation to facilitate later testimony, including
photographs if deemed advisable.

After consultation with the Chancellor, the Vice Chancellor of
Student Services and the Director of Safety and Security, the need
for an injunction and intervention from civil authorities will be
determined.
Violent or Disruptive Demonstrations
In the event that a violent demonstration in which injury to
persons or property occurs or appears imminent:
During Regular Business Hours:

In coordination with the Vice Chancellor of Student Services, the
Director of Safety and Security will contact the Kokomo Police
Department.

If advisable, the Vice Chancellor of Student Services will alert the
Director of Communications and Marketing who will then call a
photographer to report to an advantageous location for photographing
the demonstrators.

The Chancellor in consultation with the Vice Chancellor of Student
Services and Director of Safety and Security will determine the
possible need for an injunction.

After consultation with the Chancellor, the Vice Chancellor of
Student Services and the Director of Safety and Security, the need
for an injunction and intervention from civil authorities will be
determined.

The IUPD will communicate with the Kokomo Police Department as
needed.
After Business Hours:
-
Immediately notify IUPD and Physical Plant of any disturbance.

The IUPD will investigate the disruption and notify the Director of
Safety and Security and the Vice Chancellor of Student Services.
The Vice Chancellor will:
- Report the circumstances to the Chancellor
- Notify key administrators
Communications and Marketing will:
- Arrange for a photographer
- Handle any media issues
The Director of Safety and Security will:
- Set up an incident command center
- Engage the Emergency Operations Center (EOC)
- If necessary, contact the Kokomo Police Department
