Biography

Hyunkang (H.K.) Hur, Ph.D. is an assistant professor of public management in the Department of Public Administration and Health Management (PAHM), School of Business at Indiana University Kokomo. He joined the PAHM, School of Business at the Indiana University Kokomo in 2016. He earned a Ph.D. in Public Management and Policy Analysis from Indiana University Bloomington and a Master of Public Policy from the University of Maryland, College Park. He completed his B.A. in Public Administration with a Business Administration minor from SungKyungKwan University, Seoul, South Korea. Professor Hur’s research interests are public management, human resource management in the public sector, organizational behavior, public program evaluation, public sector employee work attitudes and behavior, work motivation, comparative public administration, quantitative research methods, and meta-analysis. Professor Hur has published peer-reviewed articles in Public Personnel Management (PPM), Review of Public Personnel Administration (ROPPA), and Public Management Review (PMR).

Research Interests:

Hyunkang Hur is an assistant professor in the Department of Public Administration and Health Management, School of Business at Indiana University, Kokomo. His research focuses on public job security, civil service reform, human resource management, organizational behavior, and public employee work attitudes and behavior. His recent research work focuses on how market-oriented government reforms (such as pay-for-performance system, at-will employment policy, downsizing of public sector organization) affect public employee work motivation and citizen’s trust.
